Internal Complaint Committee (ICC)

Objective:

In 2013, India enacted the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 for prevention of sexual harassment against women at the workplaces. The Central Government vide notification SO 3606 (E) appointed 9 December 2013 as the date on which the provisions of the Act came into force and on the same day, the Central Government made the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Rules, 2013. It is an act to provide protection against sexual harassment of women at workplace and for the prevention and Redressal of complaints of sexual harassment and for matters connected therewith or incidental there to. Sexual harassment includes such unwelcome sexually determined behavior (whether directly or by implication) as: Physical contact and advances - A demand or request for sexual favors, Sexually colored remarks'#committee Showing pornography, Any other unwelcome physical, verbal or non-verbal conduct of sexual nature.
The complaint received by the Principal office from any ladies' staff members or student is forwarded to the above committee. The said committee looks into the complaint and calls the concerned complainant personally for hearing the grievance. The Chairman of the committee forwards his report in the sealed envelope to the Principal within one week from the date of receipt of complaint.

  1. The Act is enacted by the Indian Parliament to provide protection against sexual harassment of women at workplace and prevention and redressal of complaints of sexual harassment. Sexual harassment is termed as a violation of the fundamental rights of a woman to equality under Articles 14 and 15 of the Constitution of India and right to life and to live with dignity under Article 21 of the Constitution of India.
  2. Sexual harassment is also considered a violation of a right to practice any profession or to carry on any occupation, trade or business which includes a right to a safe environment free from sexual harassment.

Roles and Responsibilities:

  1. Receive complaints of sexual harassment at the workplace.
  2. Initiate and conduct an inquiry as per the institute's procedure.
  3. Submit findings and recommendations of all such inquiries.
  4. Coordinate with the student in implementing appropriate action.
  5. Maintain strict confidentiality throughout the process as per established guidelines of the Internal Complaints Committee Policy.
  6. Submit annual reports in the prescribed format as prescribed.
  7. The Internal Complaints Committee is required to be vigilant to redress the sexual harassment complaints and resolve the same ASAP.

Internal Complaint Committee (ICC) Roles and Responsibilities:

  1. To help women to realize their rights of freedom.
  2. To treat sexual harassment as a misconduct and initiate punitive actions for such misconduct.
  3. To assist the aggrieved woman to place the complaint.
  4. To safeguard the one who is victimized.
  5. To educate and train students about sexual harassment.
